Caleb Burns, Wiley Rein
Mr. Burns regularly advises federal officeholders, political candidates and committees, ideological organizations, trade associations, Fortune 50 corporations, other business organizations and private individuals on all aspects of campaign finance, government ethics and lobbying law compliance. He has particular experience representing clients in these matters before the Federal Election Commission, other federal and state administrative agencies and in federal and state courts.
Ron Jacobs, Venable
Ron Jacobs is a frequent speaker on issues involving lobbying regulations. Mr. Jacobs focuses his practice on lobbying ethics and campaign finance and trade associations. Mr. Jacobs works both on public policy and compliance in these areas. On the public policy side, Mr. Jacobs has extensive experience with administrative agency rulemakings and works with many clients on detailed compliance information so that they can avoid the pitfalls of running afoul of complicated regulatory regimes.
Mark Ward, Ward & Lawless LLC
Prior to forming Ward & Lawless LLC, Mr. Ward was a Client Specialist in the Skadden, Arps, Slate, Meagher & Flom LLP Political Law Group. There, Mr. Ward was the head of the team that developed and administered compliance and reporting programs for many of the firm's clients. For the past six years, Mr. Ward has assisted The Council on Government Ethics Laws ("COGEL") with the preparation and compiling of materials for the annual COGEL conferences. Before Skadden, Mr. Ward worked for the United States Senate, where he served as the Secretary of the Senate's Administrator for Foreign Travel and Lobbying Disclosure. While at the Senate, Mr. Ward was directly responsible for the implementation of the Lobbying Disclosure Act of 1995 ("LDA") and the administration of the former disclosure law, the Federal Regulation of Lobbying Act of 1946.
D. E. Wilson, Venable
Mr. Wilson's practice focuses on assisting private and governmental parties in negotiating laws and policies regulating money, business, investment, and political activity. His representations frequently involve investigations concerning, or compliance with, the Foreign Corrupt Practices Act (and its international counterparts), the Bank Secrecy Act, the Foreign Agents Registration Act, the International Trafficking in Arms Regulations, the Committee on Foreign Investment in the United States, and the Ethics in Government Act.
