What is the LCP?
The ALL Lobbying Certificate Program (LCP) was established in January 2006 to fill a void in the lobbying profession and to set a new standard of expertise for future lobbyists. Until the advent of this program, training was at best fragmented and at worst, nonexistent. Experts from a wide variety of backgrounds now conduct 15 individual sessions which together comprise the certificate. The program is designed to appeal to both experienced practitioners seeking to deepen their understanding of certain elements, as well as newcomers to the field who need a broad educational experience. Sessions may be taken on an individual basis or in preparation for earning the entire certificate. Meet Your Instructors
Stan Collender, Qorvis has extensive experience both on Capitol Hill and in the communications sector. He is considered to be one of the leading experts on the U.S. budget and congressional budget process. He is one of only a handful of people who has worked for the Senate and House Budget Committees and has worked for three U.S. Representatives who served on both the House Budget and the Ways and Means Committees. He also served as director of federal budget policy for two major international accounting firms Price Waterhouse and Touche Ross and as president of the Budget Research Group, a private Washington-based consulting organization.
Howard Marlowe, President of Marlowe & Company, has over 30 years of experience as a lobbyist working with Congress and the executive branch. Prior to founding Marlowe and Company, he worked on Capitol Hill as the Legislative Director for a U.S. Senator and Counsel to a subcommittee of the Senate Finance Committee. He also served as an energy and transportation economist and as Deputy Director of Legislation for a trade association.
Domenic Ruscio, Partner, Cavarocchi-Ruscio-Dennis Associates, is a specialist in government relations and the legislative process. His 14 years of government experience include serving on the staff of the Senate Committee on Appropriations, where he advised senators on funding for federal health, education and employment training programs. He was subsequently appointed Deputy Assistant Secretary for Management and Budget at the U.S. Department of Health, Education and Welfare, where he helped guide overall federal education policy and managed a $62 million annual budget. He was later appointed Deputy Assistant Secretary for legislation, serving as liaison to the Appropriations Committees of Congress.
John Scofield of the Podesta Group directs both public affairs and government relations groups. As the former Communications Director for the House Appropriations Committee, he has in-depth understanding of federal budget and appropriations matters and close ties to key policymakers. He also has extensive experience in political communications, having served not only on the Appropriations Committee but also as a speechwriter for Senator Mark Hatfield (R-OR) and a press secretary for Rep. Frank LoBiondo (R-NJ).
